Our Central Government client is currently looking for a Strategy and Planning Analyst to work on an initial 6 month contract with the potential for an extension. This is an immediate requirement to be based in Central London.
This role is required to define, plan for & monitor progress on a project which will deliver a Strategic Implementation Plan (SIP) for covering 2011-15. It builds on ICT Strategy published in 2011 & the development of Enterprise Architecture Roadmaps. The project will have two core components: development of the SIP itself & provision of a supporting & reusable cost model for ICT. Project plans will need to be developed in the context of the wider strategy development programme & recognise associated dependencies. The delivery team for this project will be member's of enterprise architect, + strategy & planning teams supported by contract resource to work on cost modelling elements.
Main Duties/ Responsibilities
•Develop and maintain project plans for the delivery of the ICT Strategic Implementation Plan (SIP) including monitoring and reporting on progress.
•Define the scope, objectives and governance of the project (development of Project Initiation Document and Product Descriptions).
•Develop and maintain risk and issues registers for the project
•Monitor and report on progress against plans and actions to resolve issues and to mitigate risks ensuring that those responsible for progressing each of these meet project deadlines.
•Build project milestones into the overall Strategy and Planning Programme Plan.
•Manage procurement of resource for the project (including cost modelling contractors)
•Prepare papers for monthly CIO Strategy Update
•Manage and undertake the quality review of products developed by the project.
•Assist with the development of presentation and communication materials for stakeholder groups including the CIO in support of the project.

Skills/ Experience Required
Essential
•Must have strong planning, communication and presentation skills, and the capability to listen and influence
•Experienced in project management with a track record of delivering projects to time, cost and quality
•Demonstrate high credibility and integrity in order to work effectively with senior Department leaders and stakeholders.
•Has an analytical and creative approach to problem solving. •Is able to absorb new technical, commercial and business concepts quickly, and work with them.
•Is able to obtain information from business people in face to face situations, and to analyse information obtained by a variety of formal and informal means.
•Broad understanding of the justice system; Desirable •Demonstrated awareness of the social, environmental and corporate impact of ICT;
•Familiarity with relevant national and international legislation pertaining to the Government/Public Sector IT - e.g. Data Protection Act, Information Assurance policy.
•Familiarity with MSP programme management principles
