Our Central Government client is looking for an Oracle HR Functional Consultant to work on an initial contract through until the end of December 2012 with the potential for an extension. This role will be based in Central London but will require travel to Newport, South Wales, up to approx 3 days per week. This is an immediate requirement.
The purpose of the Shared Services Programme (SSP) is to modernise the back office shared service provision as part of the wider transformation programme. This will be achieved through the adoption of a Common Operating Model applied across the department operating units supported by centralised, standardised and automated processing, including a common Enterprise Resource Planning (ERP) application platform. Underpinning the SSP application platform, a new technology platform will replace the two current major ERP infrastructures with a single, centralised Shared Services infrastructure accessible to all staff.
This infrastructure will be implemented on vanilla, up-to-date COTS packages on a cost-effective, resilient hardware platform that has a clear upgrade path and the ability to scale significantly to take on board other organisations. The HR Functional consultant will be part of the Functional Assurance team. The post holder will be involved in providing assurance and guidance to the business across the complete set of Oracle HR Applications, including HCM, Payroll, OTL, and OLM. This is a very broad HR applications role and will also work closely with the counterpart Finance role and the lean process expert.

Main Duties/ Responsibilities
•Lead the development of the solution for the most complex HR functional issues including working closely with the business, suppliers and the Programme Architects, and presentation of papers to the Programme Design Authority
•Work closely with the Finance Assurance Consultant to assure cross module effectiveness and consistency of solution over HR and Finance
•Support the Process Re-engineering team through providing understanding of application capability and "best practice" use of the HR applications
•Assure the flexibility of the solution, both to accommodate changes within the Department and to offer services to other Government Departments
•Assure the identification of all HR transactional reports
•Working closely with the supplier and the business, lead the detailed business design for the use of Oracle Teleservice, UCM and IPM to enable the HR shared service solution
•Assure consistency of the solution from a user perspective in terms of notifications, workflows and approval hierarchies
•Review the current requirements against the Contract
•Review the CEMLI build list against the Contract
•Review and assure configuration documents (BF16 0s), particularly the key flexfields and the proposed configuration of the modules
•Review existing Programme HR change requests to assure proposed solution and commercial estimates
•Support the business in the development of new HR change requests and assure the supplier responses.

Skills/ Experience Required
•Understanding of Oracle's product capability
•Build and maintain positive relationships with clients
•Prepare and deliver presentations and papers
•Understand and use Oracle's AIM Methodology
•In-depth functional knowledge of Oracle R12 Applications including HCM, OLM and OTL.
•Candidates must have Oracle Financials implementation experience
•Willingness to travel on average 3 days per week
•Excellent communication skills and the confidence and credibility to drive through systems implementations at a senior level.
•Ability to work in a team environment
•Self-motivated, able to plan work effort and manage to the project schedule and priorities
•Analytical and able to develop solutions based on requirements gathering and options analysis
•Knowledge of working in the Public Sector would be an advantage
•Strong client facing skills.
