Background
Capita are recruiting for a Financial Implementation Manager (Shared Service Programme) to join a central government client on a contract basis. This role is based in London. The Department is embarking on a significant investment to implement a joined-up shared service for finance. This includes implementation of several aspects that will impinge significantly on the work of Corporate Finance, including: a new chart of accounts; new reporting approaches, including Hyperion as a dedicated reporting tool joining up data from across the refreshed Oracle implementation (e.g, bringing together HR and financial data); financial planning and allocations; and project reporting. These will require Corporate Finance both to input significantly to the programme in its build and testing phases over the next 12 months or so; and to develop its own processes to support the new system (e.g. governance around the chart of accounts).
Main Duties/ Responsibilities
1. Act on behalf of Corporate Finance SMT in dealings with the Shared Services Programme - bring informed challenge; advise SMT and others in Corporate Finance on options and issues arising from the Programme 2. Work closely with the Head of Finance Shared Services and his team to ensure that relevant Corporate Finance input is provided 3. Attend relevant shared service meetings, including: functional design authority; the MI and finance workstreams; Financial Improvement Programme Board; and development of the reporting solutions, including Hyperion 4. Monthly written report to the Corporate Finance SMT and discussion at their weekly meeting as a appropriate to address main areas of concern 5. Work across Corporate Finance (and Analytical Services as maybe necessary for planning and MI purposes) to ensure that all relevant stakeholders are aware and able to feed into the Programme appropriately
Skills/Experience Required:
Implementation of finance systems in Government, with in-depth knowledge of Oracle Financials and experience of implementing / using Hyperion; financially qualified with experience of Government accounting rules; good communications skills, and credibility to establish and maintain the confidence of senior officials. Good awareness of: Asset/ Capital accounting; project accounting; Costing processes as supported by Oracle. Experience in financial planning and setting allocations Qualifications: Essential: Recognised finance qualification - CCAB or CIMA (or recognised international equivalent)
